A MESSAGE FROM THE PRESIDENT
|
This month I had the pleasure of meeting with the Hon. Troy Grant, NSW Minister for Emergency Services, accompanied by Ailsa Schofield from the NSW State Emergency Service (NSW SES). During the meeting we discussed the management of flood risks in New South Wales and FMA's very positive relationship with NSW SES. I also raised the new Disaster Recovery Funding Arrangements (DRFA) which will replace the current Natural Disaster Relief
and Recovery Arrangements (NDRRA) on 1 November. As I have outlined at recent FMA Meetings, the new arrangements as they presently stand place unacceptable financial burdens on councils. Areas of concern include the proposed co-funding arrangements which penalise small to medium size councils, the overly restrictive list of ineligible items and the requirement for detailed asset registers which many small and medium rural councils do not have. I am hopeful that the continuing discussions on the DRFA will lead to a more reasonable distribution of natural disaster costs between Commonwealth, State and Local governments.

The Call for Abstracts is now open for the 2019 FMA National Conference in Canberra and its a very exciting time! This is your opportunity to promote your work, your organisation and to share your knowledge, insight and innovation with over 400 flood risk professionals, decision-makers and community members from around the nation and overseas. I encourage you to submit your abstract as soon as possible to avoid missing out, as last year the Conference Committee received a record number of submissions and we are anticipating another big year. Your presentation can be technical or non-technical, so you don't need to be a 'flood expert' to submit an abstract. Please ensure you read the author instructions (available on the Conference website) to submit your work in the appropriate format. I look forward to reading your abstracts! 2019 CONFERENCE CALL FOR ABSTRACTS OPEN

The Conference Committee is now calling for abstracts for the 2019 Floodplain Management Australia National Conference, hosted by the ACT Government.
The Conference will run from 14-17 May 2019 with over 400 delegates expected from across the nation and
overseas.
We are looking for a range of high quality presentations dealing with riverine, overland and flash flooding, coastal inundation, emergency response and community engagement.
Your proposed presentation should align with one of the following topic
areas: - National collaboration and coordination
- Communicating flood hazard and risk
- Modelling
- Flood prediction and warning
- Land Use Planning
- Infrastructure projects and asset management
- Climate adaptation
- Flood policy, guidance and best practice
- Social and cultural aspects
- Emergency preparedness and management
- Recovery
- Flood stories and case studies
- Environmental
aspects.
The closing date for abstracts is Monday 29 October, so make sure you get your abstract in now to avoid missing out.
Last year we received a record number of abstracts, and are anticipating a highly competitive number this year. Please make sure you read the 'Author
Instructions' to ensure your submission will be considered.

4-5 OCTOBER MANAGING FLOOD RISK COURSE IN SYDNEY
|

Do you wish you had a greater understanding of how to manage flood risk to existing properties?
The FMA-OEH Floodplain Risk Management Short Course focuses on that in its October block (4-5 October) at the University of Technology
Sydney.
Managing Flood Risk to Existing Properties will cover: - FRM issues for existing developments
- Role of FRM studies and plans in managing risk to
existing development
- Practical FRM options and associated decision making and implementation issues
- Determining the appropriate option for a particular situation
- Considering the environmental impacts of work and other management options
- Typical approvals necessary for mitigation work projects
- Emergency response planning for, and response to, floods; and
- Implementation of management plans.
Not working specifically in FRM? This course is not only suitable for flood risk managers, drainage engineers or land use planners.
If you are a Councillor or
member of a floodplain risk management committee in your local area, this course will allow to you clarify your existing understanding of FRM, and learn more about developing and implementing plans.

NEW WATERLINES EDITION FROM WATER TECHNOLOGY

FMA Member Water Technology has just released it's latest edition of Waterlines.
Waterlines is an online newsletter that is produced each quarter and showcases the recent projects that Water Technology has been working
on.
This edition includes an article on the Tasmanian Government's Agricultural Landscape Rehabilitation Scheme, established to assist landowners and communities affected by the June 2016 floods.
Water Technology worked with NRM North to complete a large number of site
assessments across north Tasmania, providing geomorphic and river engineering advice and preliminary strategies to improve resilience and protect assets.

The Conference Committee is considering a full day tour of the Snowy Mountains Hydroelectricity and Irrigation Scheme as an option for the 2019 Canberra Conference. The Scheme is the largest engineering project undertaken in Australia, and consists of 16 major dams, seven power stations and 225km of tunnels, pipeline and aqueducts. What do you think? We need your feedback before we move forward.

NATIONAL CENTRE FOR FLOOD RESEARCH SYMPOSIUM

The newly established National Centre for Flood Research brings together experts in world-class research instititions, with
well-established research capability in water management, health sciences, planning, hydrology, hydrogeology and hydraulics, hydrometeorology, land cover and floodplain science and policy, climate change and civil engineering. The Centre,
based at Southern Cross University, Lismore campus, will be convening a flood symposium on Tuesday 2 October 2018. The event will be structured around speed talks and panel discussions, with the emphasis on listening and exchanging ideas.
Part of the day will be devoted to clarifying what research needs should be prioritised and what capacity building is required to support a more proactive approach to the inevitable occurrence of floods, not only in this region of NSW, but across Australia more widely, and indeed worldwide.

INNOVYZE WORKSHOPS AT STORMWATER CONFERENCE

FMA Member Innovyze is hosting two pre-conference workshops at the Stormwater National Conference in October.
The Conference will be held at Sydney, with the pre-conference workshops running on Monday 8 October.
The topics for the workshops are:
Stormwater Asset Management 101 Learn the key elements to best practice asset management, see how easy it can be to determine budget requirements and develop optimised pipe renewal
programs.
Basin Design with ARR16 Designed to share the methodology behind basins and to understand their limitations. Learn design techniques and some of the common mistakes
people make.

"info4eco is a Canberra-based enviro tech startup founded by environmental engineer Philip Prentice.
They provide geospatial data analytics and software development services.
Some of their flood related developments include:
- Cloud based flash flood modelling
- Web map flood visualisation
- Automated property
flood condition reporting
These tools have recently been applied in the ACT to understand the flash floods there in February 2018.

live flash flood forecasting is being piloted this summer for councils in NSW and Queensland in partnership with Water Modelling Solutions.
